Following the two previous successful MIW workshops, we will continue to explore various issues of Web information management from different perspectives with an emphasis this time on Web-based teaching and learning (e-learning). With the rapid advance of Internet technology, the Web offers a new and sophisticated information delivery platform, which in turn provides teaching and learning with the kind of environment and facilities that are not always available in traditional classroom-based teaching. The ultimate goal of e-learning is to take education to people rather than the other way round. It ensures that education is more accessible by a larger population anywhere in the world. In addition, e-learning represents a new way of teaching in which the learning experience can be personalized based on each individual's knowledge, needs and background. In the past 2-3 years, there has been a soaring demand for Web-based learning environment, content and services. This workshop aims at serving the advanced online and distance learning markets by providing strategies, technologies, and end-to-end solutions to the corporate, academia and government sectors. We hope that the workshop will provide an opportunity for comprehensive discussions on all related issues of traditional distance learning and the new Web-based online learning. A major objective of this workshop will, therefore, be to discuss and answer questions such as what is e-Learning; why is e-Learning an advantage; what can e-Learning offer; what are the components of e-Learning; what are the challenges in technology for e-learning; how to utilise existing technologies; and many more. The relevant topics may include the following (but not limited to):
